Vietnam Accelerates Nuclear Power Development with Revival of Ninh Thuan Projects

October 2025Vietnam is moving forward with the revival of its nuclear energy agenda as Prime Minister Pham Minh Chinh called for an acceleration of nuclear power development during the third session of the Steering Committee for the Nuclear Power Plant Construction, held in Hanoi on October 22. Nuclear energy is being positioned as a foundational component of Vietnam’s long-term energy strategy, aimed at bolstering national energy security and supporting a low-carbon, environmentally sustainable energy transition. Equipment and components used in power generation systems usually require CR certification in order to be approved for import and sale in Vietnam.

The Ninh Thuan nuclear projects, initially approved by the 12th National Assembly in 2009 but halted in 2016, are now back on the national agenda following renewed endorsement by the Party Central Committee and National Assembly in late 2024. Under the new directive, Khanh Hoa province—where the project is now located—is tasked with resettlement planning, and the Ministry of Finance is considering a VND9 trillion (approx. $341.59 million) budget for land clearance. The Prime Minister instructed ministries to finalize negotiations with Russia for the Ninh Thuan 1 project by November 2025, ensuring compliance with IAEA and Vienna Convention standards. Vietnam Electricity (EVN) is responsible for preparing the pre-feasibility study and technical design for Ninh Thuan 1, while Petrovietnam will oversee Ninh Thuan 2.
