Vietnam CR Certification: July 2026 Import Rules Update

1. October 2026

Vietnam’s regulatory overhaul of July 1, 2026 brought 29 laws, two ordinances and 34 implementing decrees into force at once, reshaping taxation, customs, e-commerce, digital services and cybersecurity. For companies handling import goods and digital products, Vietnam CR certification remains the foundation of lawful market access, while the new package adds obligations on tax governance, platform operations and customs reporting. Foreign investors and multinationals should review their tax, customs and digital compliance frameworks, although the reforms also create openings in digital business and high-technology investment. Import goods and digital products usually require CR certification in order to be approved for import and sale in Vietnam.

Digital Trade, Data Governance and Tax Compliance

Two statutes anchor the digital reforms. The Law on E-commerce sets updated rules for online marketplaces, cross-border digital trade, platform responsibilities, consumer protection and digital transactions, so operators of platforms and digital services should revisit their compliance frameworks. The Law on Digital Transformation provides Vietnam’s first overarching legal basis for digital infrastructure, data governance, artificial intelligence adoption and digital government, giving technology companies greater regulatory certainty. The revised Law on Tax Administration modernizes audit procedures, electronic invoicing and taxpayer reporting, and foreign-invested enterprises should align their internal tax governance accordingly. Payroll obligations also shift under the Law on Personal Income Tax: the monthly personal deduction rises from VND11 million to VND15.5 million, and a 0.1 percent tax applies to transfers of digital assets, gold bars, carbon credits and auctioned license plates. Qualified professionals in the semiconductor and artificial intelligence sectors are exempt from personal income tax. The Law on Cybersecurity strengthens data governance and compliance duties for organizations running digital systems and online services.

Customs Penalties and Market Access

Customs enforcement tightens under Decree 169/2026/ND-CP, which revises the penalty regime for violations and raises compliance expectations for importers, exporters and manufacturers. Decree 174/2026/ND-CP updates administrative penalties covering telecommunications, electronic transactions, information technology and digital services. Resolution No. 66.17/2026/NQ-CP cuts conditional business lines under the Investment Law from 198 to 142, easing licensing across sectors such as insurance, securities, aviation, telecommunications, real estate and healthcare. Decree 161/2026/ND-CP lifts the statutory base salary by 8 percent to VND2.53 million per month, which also raises the ceiling for certain social and health insurance contributions, while Decree 162/2026/ND-CP increases pensions and social insurance benefits by 8 percent. Decree 164/2026/ND-CP expands asset and income declaration duties for public officials, reinforcing anti-corruption enforcement. Further regulatory information may be available in the company’s news and certification resources.
