Vietnam Implements Comprehensive Regulatory Reforms Across Sectors in July 2026
3. September 2026Vietnam’s regulatory update in July 2026 marks one of the most substantial legal overhauls in recent years, bringing more than 60 new laws, ordinances, and implementing decrees into force. This sweeping legislative package reshapes several vital pillars of the country’s economy, including taxation, digital business, customs enforcement, corporate compliance, and investment governance. For international businesses and investors, these sweeping changes introduce both new operational requirements and strategic opportunities as the government continues to modernize its legal framework. Commercial goods, digital technologies, and industrial sectors usually require CR certification in order to be approved for import and sale in Vietnam.

Modernizing the Digital Economy and Tax Administration
Among the most significant developments are the Law on E-commerce and the Law on Digital Transformation, which together establish a robust legal foundation for Vietnam’s rapidly expanding digital marketplace. The Law on E-commerce introduces updated provisions governing cross-border digital trade, online marketplaces, platform liabilities, and consumer protection. Concurrently, the Law on Digital Transformation provides an overarching framework for digital infrastructure, data governance, artificial intelligence adoption, and secure electronic transactions.
In parallel, major tax and payroll adjustments take effect under the revised Law on Personal Income Tax (PIT) and the Law on Tax Administration. The monthly personal income tax deduction increases from VND 11 million to VND 15.5 million, easing the tax burden on workers. Furthermore, new tax compliance rules introduce a 0.1 percent tax on specific emerging asset classes, such as digital assets, gold bars, and carbon credits, while granting PIT exemptions for qualified experts in high-tech and artificial intelligence industries.
Streamlining Market Access and Compliance for Investors
To improve the overall investment climate, the Vietnamese government adopted Resolution No. 66.17/2026/NQ-CP, which significantly reduces the number of conditional business lines under the Investment Law from 198 to 142. This reduction eliminates burdensome licensing requirements across multiple key sectors, including telecommunications, healthcare, energy distribution, and financial services. By streamlining market entry procedures, the state aims to attract foreign capital and alleviate administrative hurdles.
At the same time, stricter enforcement measures accompany these reforms. Revised penalty regimes for customs violations under Decree 169/2026/ND-CP and strengthened asset declaration mandates for public officials under Decree 164/2026/ND-CP underscore the government’s intensified focus on transparency, anti-corruption, and regulatory compliance. Foreign-invested enterprises operating in Vietnam must carefully audit their internal governance, cybersecurity frameworks, and supply chain processes to maintain seamless compliance under the updated regulatory environment.
