Vietnam Introduces Certification Rules for Online Products

Vietnam has introduced new regulatory requirements affecting products sold through digital marketplaces. The amended Law on Product and Goods Quality now strengthens standard certification for products sold online in Vietnam, such as CR certification, aiming to improve quality control and consumer protection in the growing e-commerce sector.

The regulation took effect on January 1, 2026. In the past, many online marketplaces allowed individual sellers to list products without verifying whether they met national standards. Under the new rules, digital platforms must ensure that products sold through their systems comply with applicable standards and certification requirements.

According to Ha Minh Hiep, Acting Director General of the Directorate for Standards, Metrology and Quality under the Ministry of Science and Technology, the revised law aims to increase corporate responsibility and strengthen oversight of product quality in the market. Products sold online usually require standard certification in order to be approved for import and sale in Vietnam.

Risk-Based Product Quality Management

A key element of the revised law is the introduction of a risk-based quality management model. This approach adjusts regulatory requirements depending on the level of risk associated with a product.

Low-risk products can be marketed based on a self-declaration of the standards applied by the business. Medium-risk products require additional verification, either through a self-assessment or an evaluation by an accredited certification body. High-risk products must obtain certification from an independent third party before being placed on the market.

The law also introduces simplified procedures for imported goods. For medium-risk products, businesses may declare conformity using their own assessment results or a certificate issued by an accredited body. Once declared, the same product type typically does not need to be re-declared for future shipments unless technical regulations change or authorities issue a warning.

E-Commerce Oversight and Quality Infrastructure

The amended law also establishes a legal framework for Vietnam’s National Quality Infrastructure (NQI), which integrates standards, metrology, accreditation, conformity assessment, inspection, and regulatory policy.

In addition, Vietnam plans to develop a national product quality surveillance system. This system will connect regulatory data, collect consumer feedback, and support post-market monitoring.

The regulation also clarifies the responsibilities of both sellers and e-commerce platform operators in ensuring that goods sold online meet applicable quality and certification requirements.
