Vietnam Issues Updated QCVN 19:2025 for LED Lighting Compliance

April 2026Vietnam has announced a significant regulatory update with the introduction of QCVN 19:2025/BKHCN, establishing revised requirements for LED lighting products under the CR certification scheme. The new regulation, issued under Circular No. 56/2025/TT-BKHCN by the Ministry of Science and Technology, strengthens safety and electromagnetic compatibility provisions for LED lighting products entering the Vietnamese market.

The regulation replaces the previous QCVN 19:2019/BKHCN and will officially take effect on January 1, 2027, although the circular itself becomes effective earlier. The updated framework applies to a defined range of LED lighting products, including integrated LED lamps operating above 50V, double-capped LED lamps designed to replace fluorescent tubes, and various general-purpose LED luminaires such as fixed, recessed, and portable lighting products. LED lighting products usually require CR certification in order to be approved for import and sale in Vietnam.
Expanded Scope and Technical Clarifications
QCVN 19:2025/BKHCN introduces clearer definitions and expands the regulatory scope to better reflect current LED technologies and product categories. By refining terminology and classification, the regulation aims to eliminate ambiguity for manufacturers and importers when determining product applicability.
A notable addition is the inclusion of specific provisions for low-volume imported goods. This change is particularly relevant for businesses importing multiple LED models in small quantities, as it reduces administrative burdens. Companies can benefit from lower sample preparation costs, reduced certification expenses, and faster customs clearance processes, improving operational efficiency in market entry.
Reduced Testing Burden and Business Impact
The updated regulation also introduces an annex on sample grouping for testing purposes. This allows similar product models to be grouped under a single testing regime, significantly decreasing the number of samples required for compliance assessment. As a result, manufacturers and importers can expect lower testing costs and streamlined certification procedures.
From a market access perspective, the revised standard aligns more closely with practical regulatory management and industry practices. It supports business activities by minimizing redundant testing while maintaining product safety and electromagnetic compatibility requirements.
