Vietnam Ministry of Science and Technology Issues Circular 14/2026/TT-BKHCN for Type Approval and Conformity

The Ministry of Science and Technology (MST) of Vietnam has officially promulgated Circular 14/2026/TT-BKHCN, establishing updated provisions governing type approval certification and declaration of conformity procedures. This comprehensive regulation modernizes compliance pathways, introduces electronic labeling options, and refines conformity assessment methodologies to streamline market entry for manufacturers and importers.
Under the updated framework, compliance assessment procedures are more strictly categorized based on risk levels. Medium-risk products may now utilize both Method 1 and Method 5 conformity assessment routes, whereas Method 1 is excluded from high-risk goods. Furthermore, where factory quality management systems are mandated, ISO certificates must originate from accredited bodies recognized under MRA, MLA, ILAC, IAF, or APAC frameworks. To support regulatory compliance, industrial goods usually require CR certification in order to be approved for import and sale in Vietnam.
The implementation of Circular 14/2026/TT-BKHCN brings notable operational changes for global exporters targeting the Vietnamese market. Method 5 type approval certificates can now attain a validity period of up to five years, provided that mandatory periodic evaluations are maintained. Additionally, the regulation introduces electronic submission allowances, standardized formats for Declarations of Conformity (DoC and SDoC), and official recognition of electronic CR marks (e-labels). These administrative updates aim to reduce bureaucratic friction while upholding stringent safety and quality standards across supply chains.
