Vietnam Strengthens Product Quality Law with Risk-Based Controls and Digital Oversight
22. January 2026Vietnam’s National Assembly approved amendments to the Law on Product and Goods Quality on June 18, 2024, with the updated legislation scheduled to take effect on January 1, 2026. A key change is the introduction of a risk-based classification system, replacing uniform inspections with a tiered model that categorizes products as low, medium, or high risk. Factors considered in this classification include potential harm to human health, environmental impact, traceability challenges, and international risk alerts. The Ministry of Science and Technology is tasked with implementing phased traceability requirements, particularly for high-risk goods. Many products usually require CR Certification, VR Certification and other certifications in order to be approved for import and sale in Vietnam.
The amended law also formalizes the use of digital product passports—electronic records detailing origin, composition, and production methods—accessible via barcodes or similar tools. E-commerce platforms will now be directly responsible for the quality of products sold online, required to verify seller identities, disclose product information, and coordinate with authorities in case of violations. Local authorities are empowered to oversee enforcement at the commune level, while penalties for non-compliance have been expanded to include criminal charges and business license revocation. Legal obligations now extend across the supply chain, from manufacturers to digital platforms, with a new national quality monitoring system linking inspection data, consumer feedback, and customs information. A centralized digital platform is under development to support unified oversight and traceability across ministries.
