Vietnam Strengthens Product Quality Rules with Risk-Based Compliance Framework

16. July 2026

Vietnam has adopted significant amendments to its Product Quality Law, introducing a more comprehensive regulatory framework aimed at improving consumer safety, product traceability, and market oversight. The updated legislation represents an important development for product quality compliance in Vietnam, aligning national requirements more closely with international regulatory practices while responding to the growing complexity of digital commerce and global supply chains.

The revised law introduces stricter obligations for manufacturers, importers, distributors, retailers, and e-commerce platforms, requiring stronger quality management and greater accountability throughout the product lifecycle. Companies supplying goods to the Vietnamese market should review their compliance procedures to ensure they meet the new legal expectations. Depending on the product category and its associated level of risk, conformity assessment requirements may become more extensive. Product categories usually require CR certification in order to be approved for import and sale in Vietnam.

Risk-Based Regulation and Digital Traceability

A central feature of the amended legislation is the introduction of a three-tier risk classification system. Products will be categorized according to their potential impact on health, safety, and the environment, allowing regulators to focus resources on higher-risk goods. Products assigned to higher-risk categories will be subject to more rigorous testing, conformity assessment, documentation, and market surveillance.

The law also establishes a Digital Product Passport, requiring businesses to maintain comprehensive digital records covering product origin, manufacturing details, composition, and relevant conformity information. This enhanced traceability is intended to improve transparency across supply chains, strengthen enforcement activities, and reduce the circulation of counterfeit or non-compliant products. Companies exporting to Vietnam should therefore prepare for increased digital documentation requirements and invest in reliable product data management systems.

Stronger Enforcement and Implications for Market Access

The amended law significantly expands regulatory oversight by assigning new responsibilities to e-commerce platforms, which must verify sellers and cooperate with authorities during investigations and product recalls. In addition, local quality control authorities receive greater enforcement powers, enabling more frequent inspections and faster corrective actions throughout the country.

Penalties for non-compliance have also been strengthened and may include substantial fines, mandatory recalls, business suspension, or additional legal consequences for serious violations. Businesses should therefore establish robust internal quality control procedures and maintain complete technical documentation.

For manufacturers seeking market access, the regulatory changes also reinforce the importance of demonstrating conformity with applicable Vietnamese requirements. Depending on the product scope, compliance may involve the CR certification process, which serves as evidence that regulated products satisfy Vietnam’s mandatory technical regulations before entering the market. As enforcement becomes increasingly risk-based and digitally integrated, early compliance planning will be essential for maintaining uninterrupted access to the Vietnamese market.
