Vietnam Type Approval Requirements Updated for Wireless Equipment

Vietnam Type Approval requirements continue to evolve as the country introduces significant regulatory changes affecting telecommunications and wireless products. Manufacturers planning to enter the Vietnamese market should closely monitor the latest developments, as new technical regulations, administrative changes, and certification requirements will directly influence product approval timelines and market access.

A major regulatory development is the transfer of responsibility for telecommunications type approval to the Ministry of Science and Technology (MST) following the merger of the former Ministry of Information and Communications. The new authority now manages applications for type approval and ICT conformity assessment, while certificates previously issued by the former ministry remain valid until their expiration.

The updated framework also introduces several important technical changes between 2025 and 2027. Among the most notable are the opening of the 6 GHz spectrum for Wi-Fi 6E and Wi-Fi 7 devices, the mandatory cybersecurity requirements for IP cameras from 2026, revised SAR requirements for mobile phones, and updated EMC standards that will gradually replace previous regulations. In parallel, the CR conformity mark remains the unified marking requirement following the discontinuation of the former ICT marking scheme. Wireless telecommunications equipment usually requires CR certification in order to be approved for import and sale in Vietnam.

New Compliance Obligations for Manufacturers

Manufacturers of wireless products—including Wi-Fi devices, Bluetooth equipment, mobile phones, IoT products, RFID systems, wireless charging devices, and other radio-enabled equipment—should carefully review the applicable Vietnamese QCVN standards before initiating certification.

The approval process generally includes product classification, appointment of a local representative, preparation of technical documentation, laboratory testing, submission of test reports, and regulatory review by MST before a Type Approval Certificate is issued. Vietnam also recognizes test reports from qualified laboratories operating under the APEC TEL MRA Phase I framework, which may help simplify the certification process for eligible manufacturers.

Recent regulatory updates also place greater emphasis on documentation and quality management. Applicants must maintain a valid ISO 9001:2015 certificate for the manufacturing facility throughout the certificate’s validity. If the certificate expires and is not renewed with the authorities within the required period, the corresponding Type Approval certificate may also lose its validity.

Market Access Planning Becomes Increasingly Important

Companies preparing products for the Vietnamese market should consider the implementation dates of upcoming regulations when planning certification activities. Limited laboratory capacity for new cybersecurity and SAR testing requirements may increase approval timelines once the new standards become mandatory.

Manufacturers should therefore review applicable regulatory deadlines, verify documentation requirements, and prepare compliance strategies early to minimize potential delays in product launches.
