The VR certification of the <strong>Vietnam Register (VR)<\/strong> ensures the <strong>safety, quality and compliance of the products<\/strong> with the applicable standards.<\/p>\n\n\n\n<p>The <strong>Vietnam Register (VR)<\/strong> is an agency under the <strong>Ministry of Transport (MOT)<\/strong> and acts as the national certification body in Vietnam. It is responsible for the <strong>testing, type approval and monitoring of vehicles and vehicle components<\/strong> in the country.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong>Different Types of VR Certification<\/strong><\/h2>\n\n\n\n<ol The main authority processing VR applications is the <strong>Vietnam Register (VR)<\/strong> under the <strong>Ministry of Transport (MOT).<\/strong><\/p>\n\n\n\n<p>The duration of the VR certification process depends on the workload of the authority, the testing laboratories and the auditors. With good preparation, the process can be completed within about <strong>2-3 months<\/strong>; however, this varies greatly depending on the product and complexity.<\/p>\n\n\n\n<p>The success of VR certification depends crucially on the careful adherence to Vietnamese guidelines, standards and QCVN requirements.<\/p>\n\n\n\n<p>The results of the <strong>laboratory tests<\/strong> (some tests must be carried out in recognized laboratories, possibly in Vietnam) and the <strong>factory inspection \/ audit<\/strong> are carefully reviewed by the Board of Directors and compared with the previously submitted documents. In the event of incorrect or incomplete documentation, failed tests or insufficient production conformity, certification may be refused or delayed.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong>Authorized Representative in Vietnam<\/strong><\/h2>\n\n\n\n<p>The application for <strong>VR certification<\/strong> must be submitted&nbsp; through a <strong>local representative<\/strong> if the manufacturer is located outside Vietnam.<br>This representative, often referred to as <strong>&nbsp;an authorized representative<\/strong>, is authorized by the manufacturer and is responsible, among other things, for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Communication and submission of application documents<\/strong> to the Vietnam Register (VR)<\/li>\n\n\n\n<li><strong>Coordination of audits and laboratory tests<\/strong><\/li>\n\n\n\n<li><strong>Monitoring of marking obligations<\/strong> and follow-up inspections<\/li>\n\n\n\n<li><strong>Contact person for market surveillance<\/strong> and official queries<\/li>\n<\/ul>\n\n\n\n<p class=\"is-style-icon-info\">The appointment of such a representative is a prerequisite for the <strong>application and legally secure market access<\/strong> of vehicles or vehicle components in Vietnam.<\/p>\n\n\n\n<div style=\"height:70px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong><strong>Annual requalification \/ follow-up examinations for VR certificates<\/strong><\/strong><\/h2>\n\n\n\n<p>In order to maintain the validity of the <strong>VR Type Approval Certificate<\/strong>, regular follow-up audits must<strong>&nbsp;be carried out<\/strong> in accordance with the regulations of the Vietnam Register.<\/p>\n\n\n\n<p>These include, but are not limited to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Factory audit \/ inspection<\/strong> of the production facility, usually as a one-day review<\/li>\n\n\n\n<li><strong>Proof of product compliance<\/strong> through spot checks or repeated tests in recognized laboratories in accordance with QCVN standards<\/li>\n<\/ul>\n\n\n\n<p>The process of a <strong>VR follow-up audit<\/strong> is similar to that of the initial certification, but is usually <strong>shorter, less complex and associated with significantly lower costs<\/strong> . The frequency of testing depends on the <strong>COP class<\/strong> of the product:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Class 1 (low risk): every 36 months<\/li>\n\n\n\n<li>Class 2 (medium risk): every 24 months<\/li>\n\n\n\n<li>Class 3 (high risk): every 12 months<\/li>\n<\/ul>\n\n\n\n<p class=\"is-style-icon-info\">The conscientious implementation of these requalifications is crucial to ensure <strong>valid type approval and market access in Vietnam<\/strong> in the long term.<\/p>\n\n\n\n<div style=\"height:70px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong>VR Marking<\/strong><\/h2>\n\n\n\n<p>Before <strong>VR-certified products<\/strong> can be placed on the market or imported in Vietnam, they must be correctly labeled in accordance with the regulations of the Vietnam Register.<\/p>\n\n\n\n<p>The Board of Directors specifies the exact specifications for labeling \u2013 these can vary depending on the product category.<\/p>\n\n\n\n<p><strong><strong>Requirements for VR marking of products:<\/strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Markierung direkt name\/address<\/strong>, <strong>production date<\/strong> and <strong>batch number<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong>Additional Label\/Label:<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>Information on <strong>product name<\/strong> and, if applicable, further product information<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong>Product-specific requirements:<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>Depending on the component, further marking requirements may apply, e.g. for safety-relevant or electronic components.<\/li>\n\n\n\n<li>These must be carefully reviewed and implemented in accordance with the respective QCVN standards.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"is-style-icon-info\">Proper labeling is a prerequisite to&nbsp; ensure <strong>market approval and legal distribution in Vietnam<\/strong>.<\/p>\n\n\n\n<div style=\"height:70px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong><strong>Changes to existing VR certificates<\/strong><\/strong><\/h2>\n\n\n\n<p>Manufacturers whose products have a <strong>VR Type Approval Certificate must <\/strong>permanently comply with<strong> the applicable Vietnamese regulations (<\/strong>QCVN standards).<\/p>\n\n\n\n<p>The applicant or local representative assures the <strong>Vietnam Register (VR)<\/strong> that all relevant changes&nbsp; will be <strong>reported in a timely manner<\/strong>, that the required applications will be submitted and that changes will only <strong>&nbsp;be implemented <\/strong>after approval by VR.<\/p>\n\n\n\n<p>The procedure usually includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Submission of an adjustment request<\/strong> to the VR<\/li>\n\n\n\n<li><strong>Proof of compliance of the changes<\/strong> through laboratory tests or audits, if necessary<\/li>\n<\/ul>\n\n\n\n<p class=\"is-style-icon-info\">The changes may only be made after the VR has granted approval by means of an <strong>adjustment notice<\/strong>.<\/p>\n\n\n\n<p><strong><strong>Notifiable changes typically include:<\/strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Change to <strong>product design<\/strong><\/li>\n\n\n\n<li>Changes to the <strong>product structure<\/strong> (e.g. additional layers of material for interior parts)<\/li>\n\n\n\n<li>Modification of <strong>core components (&#8220;key components&#8221;) or safety-relevant components<\/strong><\/li>\n\n\n\n<li>Change of <strong>raw material<\/strong> or material supplier<\/li>\n\n\n\n<li>Changes in the <strong>organizational structure of the plant<\/strong> (e.g. responsibility for VR certification)<\/li>\n\n\n\n<li>Change of <strong>component names or part numbers<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Special cases:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If <strong>the production line or the entire plant is relocated, <\/strong>a new initial certification<strong> or at least an additional <\/strong>factory inspection<strong> may<\/strong>&nbsp;be required.<\/li>\n\n\n\n<li>Some changes require <strong>new laboratory tests<\/strong> in recognized test laboratories.<\/li>\n<\/ul>\n\n\n\n<p class=\"is-style-icon-info\">Conscientious notification and approval of changes is crucial to maintain the <strong>validity of the VR certificate<\/strong> and <strong>legal market access in Vietnam<\/strong> .<\/p>\n\n\n\n<div style=\"height:70px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong><strong>Updates to QCVN Standards<\/strong><\/strong><\/h2>\n\n\n\n<p>When a <strong>QCVN standard<\/strong> or related technical standard is updated, manufacturers or local representatives must consider the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><strong>Timely application:<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>The certificate holder must<strong>&nbsp;submit an application for adjustment of the VR certificate in accordance with the new QCVN standard<\/strong> before the deadline.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong>Renewed product tests:<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>When changes are made to the QCVN standard<strong>, product testing must be carried out in accordance with the updated standard requirements<\/strong> to demonstrate compliance.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"is-style-icon-info\">Compliance with these obligations is necessary to maintain <strong>the valid type approval<\/strong> and to&nbsp;ensure <strong>legal distribution in Vietnam<\/strong>.<\/p>\n\n\n\n<div style=\"height:70px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading is-style-border-left-headline\"><strong><strong>Import release for special components<\/strong><\/strong><\/h2>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong><strong>Preparation of documents<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>Check whether the part is subject to a special import license requirement (e.g. by HS code, listing under regulated goods)<\/li>\n\n\n\n<li>Ensure that the certificate of the VR (Type Approval) is available or has been applied for.<\/li>\n\n\n\n<li>Compilation of further standard documents: Commercial Invoice, Packing List, Certificate of Origin (C\/O), technical specifications, test reports if necessary.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong>Application to the competent authority<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>Submit an application for an import license or import permit to the relevant ministry (e.g., MOIT, MOT).<\/li>\n\n\n\n<li>Submission of documents: e.g. VR certificate, test reports, technical data, proof of conformity.<\/li>\n\n\n\n<li>If necessary: Declaration\/registration for quality\/technology and environmental assessment in the import procedure.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong>Regulatory audit<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>The authority examines the application and documents.<\/li>\n\n\n\n<li>If necessary, additional technical or quality testing or approval may be required (e.g. components with safety relevance).<\/li>\n\n\n\n<li>Duration: can vary \u2014 usually <strong>20-30 business days or longer<\/strong>, depending on complexity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong><strong>Issuance of import license \/ permit<\/strong><\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>After a positive check, the import license is issued.<\/li>\n\n\n\n<li>With this license or permit, customs import and customs clearance can then take place.<\/li>\n\n\n\n<li>All the usual documents must then be available at customs (import license, C\/O, VR certificate, import declaration, etc.)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><strong>Customs Clearance &amp; Import<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>Importer submits import documents to customs.<\/li>\n\n\n\n<li>If the component is subject to quality or safety controls, a quality inspection may be required before or obligations<\/strong><\/strong>\n<ul class=\"wp-block-list\">\n<li>Labeling\/marking of imported components in accordance with Vietnamese regulations.<\/li>\n\n\n\n<li>Archive documentation (import license, import documents, proofs) for possible later control.<\/li>\n\n\n\n<li>If changes occur (e.g. in the product or supply chain), report to authorities if
